ART AND TECHNOLOGY

In this paper we will deal with those theoretical aspects that shed light on the essential relationship between technology and art. This study gains importance especially today, when we witness a widespread and unstoppable acceleration of the technological progress, especially in the domain of high technologies, where the art as part of the cultural system becomes affected by the omnipresent technological euphoria. However, as we shall see in this paper, strong conceptual connections between art and technology as social activities, have existed long before the technology boom in the second half of the 20th century. Therefore, the aim of this paper is to point to the essential fact that the technology and art have always shared and still share the same fate of civilizational and human development in a specific form of partnership.

MEDIA, CULTURE GLOBALIZATION AND IDENTITY PRESERVATION

Today, globalized media are not only means of transportation which transfer culture from one part of the world to the other, but first of all they are instruments by which few so called „global players“ – owners try to achieve cultural and information hegemony. To these big players in Serbia, from different reasons, are added numerous small or bigger media owners who uncritically follow the imposed behavioral patterns and practice. In this paper the author presents the part of his extensive empirical research entitled „The international influence of political elite, new owners, editors and journalists and their reflection on the social changes in Serbia at the begining of the 21st century“ describing the consequences of Serbian globalized media influence on culture and ethnic identity. The need of more active role of journalists in these hard, transitional, times is specially pointed out.

CREATIVE ECONOMY, GLOBALIZATION AND CREATIVE CITY

The paper deals with the issue of urban development i.e.economic growth of cities from the perspective of cultural development and creativity market. In relation to that, the article considers different approaches and definitions of creativity, models and concepts of creative cities, especially from the position of town and spatial planning. The American and European continental development concepts of urban creativity are opposed. The main part of the article refers to the analysis of legislation and sub-legal acts and regulations that disable adoption, affirmation and application of the concepts of creative cities in Serbia, especially in practice. The author observes this problem in the field of public policies – as a continuity of disputes within public policies of a country in transition – a collision relation in the sphere of public and private interests and proposes a partnership of the two sectors as a possible solution to this problem.

JOURNALISM OR PR – ILLUSION OR REALITY

If journalism once opened the “windows to the world”, today we may say that the view through them is getting blurred. The increasing numbers and sizes of these windows rise suspicion about the truthfulness of the reality presented. In this work, the authors have analyzed the contents of high circulation and influential daily papers in Serbia pointing to their importance in creation of political culture. A clearly observed trend indicates to the increasing influence of political parties, tycoons, advertisers, whereas the interests of workers, minority groups or political opposition are marginalized. The crises of domestic press is often getting justified by consequences of global economy failure or explosive impact of the Internet, while the losing of credibility or professional standards are rarely even mentioned! Newspapers in Serbia are inordinately covered by golden dust of PR teams and agencies, mediating reality in which politicians and the show business stars offer simple patterns of success, concepts of eternal leadership and wealth within easy reach. Fewer employees in editorial offices and shorter information production periods leave an empty space readily and aggressively snatched by PR experts, spin masters and lobbyists who place contents inclining to more and more aggressive clientelism. In these harsh market approach conditions, journalism also obscurely changes, reminding more and more of a propaganda leaflet or billboards of political mentors, very well hidden tycoons or marketing monopolists. The variable nature of the truth contained in different interpretations of recipients, among ideologically and culturally different readers, leads to desertion of the principles of journalist profession and entering into the sphere of info-entertainment where news does not have the character of public goods but of ordinary goods owned by the richest and the most powerful individuals!

ILLUSIONS OF PLURALISM IN GLOBAL “MASS-MEDIA CAVES

Ако је у античком полису Платона бринуло то што се грађани самодовољно ослањају на сопствена уверења о врлинама, не трагајући за знањем, данашњег житеља глобалног псеудополиса опчињавају симулиране информације, слике и уверења која незамисливим бујањем креирају друштвену свест. У сенци масмедијских пећина уочавају се обриси трансформисане демократије, која је све изложенија силовитим налетима мегакорпоративних интереса, доминантних геополитичких утицаја, културног детерминизма и редефинисаног верског фундаментализма. Усамљеном појединцу на “агори” све је теже да формира и сачува сопствено мишљење, идеје и вредности, јер набусита, осиона и конфекцијски униформисана армија технолошки перфектних комуникационих алатки, производећи заглушујући хук бајке о равноправности, миру и мултикултурализму, прикрива све чешће сукобе култура и цивилизација. Програмски типизираном друштву као да недостаје потреба за унутрашњим критичким преиспитивањем, јер живећи усред плиме долазећих и одлазећих комуникационих порука, визија новог поретка се “спинује”. Инфопростор је покривен глобалном мрежом информација и података, док чин размене симболичких садржаја од човека преузимају машине! Уместо ренесансе идеја нуди се ренесанса технологија, коју вешти управљачи глобалним кормилом користе за усмеравање Светске барке ка хридинама нечега што би се могло назвати псеудополисом. Слобода изражавања медија је кисеоник отвореног, јавног комуницирања, стуб демократских гра|евина, али проблем је у чињеници што чувари информационих капија и даље стражаре, овога пута пред “сајбер” просторима. Историја је показала да се у сличним процесима увек знају имена губитника, док се за оним другима увек дуже трага и мање зна.

PHILOSOPHY OF FEAR AND (RE)CONSTRUCTION OF MEDIA REALITY

The post-modern society often pulsates to the beat of dynamic transformation of political, economic crisis, technological revolution, climate changes, terrorist attacks, media appearances and global spectacles. The concept of public space adapts to the character and philosophy of new media, creating abundance of information that are getting more and more important social role. Bad news, disinformation, data conversion and ideologically driven interpretation are a part of the current media discourse, which favors fear as merchandise in demand on the information market. Staging of communication leads to the abolition of sense, homeopathic grafting of the moral panic that is oversized compared to the facts of the subject basis. (Re) construction of reality is based on the creation of meaning that comes from the social environment, ideas, symbols and images that dominate in a particular place and time. The reality is more and more a product of media meanings we are giving it. The authors examine the phenomenon of fear, especially the symbiosis of political actors and the mass media, using market uniformity to feed the hunger of the already anxious audience.

PRESS AT THE CROSSROADS

The changes that occur in social, technological and commercial global environment are evident in the sphere of contemporary journalism that under the onslaught of digitization, especially the Internet, is going through violent and radical transformation. Issuing of daily newspapers transformed from once a family business with tradition into a corporate challenge infected with the profit virus, so the value of the newspapers is more often measured by the realized capital at the end of the year than by credibility with readers because of the management pressure and dividends. Classic journalism sees the competition in the Internet and digital platforms, not realizing that the salvation is in the union, multimedia and convergence. Digital sources of information archive classic sources, especially the press; portals with free ads reduce income of the newspaper industry, while rumors and gossip combined with half-truths suppress expensive and exhausting investigative journalism. In these tectonic disturbances the authors see relentless struggle for survival, the crossroads of the old and the new media, battle for adjustment, where insufficient attention is given to the demands of the new audiences. The focus is on the collision of generations: on one side, young creative forces that use power of PCs and mobile, interactive technologies as their natural environment, and on the other, the older generation that refuses changes, accepting the reality defined by the classic media: television, radio, newspapers and magazines.

THE CRITICAL REFERENCE TO DISTINCTION BEETWEN KNOWL EDGE AND FAITH

In connection with the polemics between Mihailo Marković and Aleksandar Prnjat the author puts into question the usual distinction beetwen knowledge and faith. He adduces the phenomenon of mystical knowledge as an agument that religion cannot be reduced to faith. Although the suprarational knowledge is very hard to attain because it implies the overcoming of ego, its possibility refutes narrowing of knowledge to mere understanding.
